Citizen Rex is an alternate form of Highemperor and Al Ciao who eventually became a mascot for Hero Force One, where he relied on hidden technology to appear superpowered, before he became a mascot for the Remnant Empire instead, due to his visual similarity to Highemperor. He usually wears a white uniform, which is militaristic in design. Yet despite his appearance, Citizen Rex is very dim-witted and often had to be guided by Agent Mulligan when he was with Hero Force. Later he became a pawn between Qemik and Pollos, along with Proconsul Kim.
